The Havre de Grace Housing Authority (HDGHA) Board of Commissioners is the governing body of the HDGHA.
The current HDGHA Board of Commissioners is comprised of the following volunteer members:

The Havre de Grace Housing Authority Board of Commissioners was re-established in 2025, with all members appointed by the Mayor to serve staggered terms. The board is responsible for governance, oversight, and policy direction for local public housing operations.
Michele Ball (Chair)
Serves as Chair of the Board, providing leadership and oversight. Appointed in 2025 to an initial short-term position, indicating a role in the board’s formation and transition.
George Kasnic (Vice Chair)
Serves as Vice Chair and has participated in public meetings related to the Housing Authority. Contributes to governance and policy discussions.
Sharon Jacobs (Treasurer)
Serves as Treasurer with responsibility for financial oversight, including involvement in budgetary and fiscal matters.
Carrie Parsons (Secretary)
Serves as Secretary and has participated in multiple city-related boards, indicating ongoing civic involvement.
Dawn Nowak (Resident Commissioner)
Serves as Resident Commissioner representing Somerset Manor residents, providing tenant perspective in board decisions.
Board of Commissioners Meetings
HDGHA Board of Commissioners meetings are held on the 2nd Monday of each month in the Conference Room at the Administrative Office of the HDGHA, 101 Stansbury Court, Havre de Grace, Maryland.
